Chris Welsh

Chris Welsh has over 35 years of Information Technology, eCommerce, and Consulting experience and has been a key player in Oil & Gas eCommerce since 1995. Chris has managed numerous global projects for operators, services companies, and eCommerce networks across the globe. He was a founding member of ACT Global Consulting Ltd and has been providing strategic advice and technology architecture solutions to the Oil & Gas industry since 2000. In March 2015, Chris became CEO and Chairman of the Board of OFS Portal LLC, a global member-based group of upstream oil and gas suppliers and service providers at the forefront of oilfield eCommerce. Chris is also Chair of PIDX International and sits on the board of ConnectONCE. He holds a Master of Science degree in Computing for Commerce and Industry and he is a keen rock climber and races a Ducati super-bike in his spare time.

Rick Conner

Rick Conner serves as the eCommerce/Business Process Manager at Schlumberger. With 17+ years of experience in applications and development, he is responsible for the management and mentoring of the eCommerce department staff, including supervision of personnel, review of analysis’s design and development, and setting team goals. He has connected energy companies via a B2B middleware application, and as a software developer, he created a B2B middeware application to electronically exchange PIDX/RNIF2.0 compliant business messages with trading partners (eInvoicing).

Miledy Paris

Miledy Paris is currently a Manager overseeing the global eCommerce department at Halliburton. In this role Miledy is responsible for the strategy, execution, and delivery of all customer invoicing as well as Halliburton’s global ecommerce capabilities and support. Miledy has over 15 years of experience in the Oil & Gas Industry in various roles including eCommerce, IT Finance, Internal Controls, and Finance. Miledy Paris has a Bachelor’s degree in Accounting graduating from the University of Carabobo, Valencia, Venezuela.

Zakhar Dikhtyar

Zakhar has been a serial IT entrepreneur since 2006, with a focus on FCMG/CPG retail and is developing experience in industries such as healthcare, insurance, finance, transportation, and oil and gas.

His mission is to promote paperless work in daily business for large corporations, as well as medium and small companies to provide cost savings and increased efficiency in business processes related to procurement, sales, master data management, production, and interactions with others.

Mimi Stansbury

PIDX Treasurer

Serving as a strategic advisor to the CEO of OFS Portal, Mimi’s responsibilities involve financial reporting, budgeting, and management of electronic data agreements which are integral to the operation of OFS Portal. She is also currently serving as deputy COO of PIDX International.

Her prior experience includes financial, accounting and tax planning services with local, regional and international public accounting firms in the US, as well as human resource and contract management services with a global natural resource mining company overseas.

She received a Bachelor’s degree in Accounting from The University of Texas at Austin and a Law degree from University of Houston Law Center. She is a Certified Public Accountant and Certified Financial Planner.

Michelle Lanh

Michelle Lanh serves as the Operations Manager at PIDX International, where she drives global electronic commerce standards in the petroleum industry. Renowned for her meticulous organization, she ensures seamless operations while enhancing marketing efforts and orchestrating engaging events.

Michelle holds a Bachelor’s in Psychology & Marketing from the University of Houston and is currently pursuing her CAPM Certification. Beyond work, she enjoys pickleball, sushi, and staying informed on global issues.

Elena Mereanu

Transport4, QA Lead

Standards & Guidelines Committee Chair

Providing technical leadership and guidance to teams for more than 15 years, Elena Mereanu is an experienced Quality Assurance Lead with a demonstrated history of working in the Oil and Gas Industry. Skilled with the Oracle Database, SQL Databases, Test Management, Test Planning, and Regression Testing, she is a strong quality assurance professional with her education in cybersecurity and mobility focused in Computer Science and Information Sciences from the University System of Georgia. In 2014, Elena joined Transport4 and took on the member voting role at PIDX and is currently serving as Chair to the Downstream Work Group.
